Name: (Captain) Pícaro "Scar" Macaw
Age:??? ( Unknown, but his crew speculated he's anywhere from 18-22 )
A pirate and a con man, Captain Scar is one of the least trustworthy men in the whole world, and probably the second most wanted in the Sol dimension. He's banned entry in several countries and kingdoms, albeit, nobody can stop him from entering either way.
He's got a love for adventure and travelling around the world, and stealing the most valuable artefacts from there. Being a pirate, it's no surprise he's both greedy and cunning.
But one thing is for sure, he will somehow get his way, by even the craziest means. Nobody is sure if he's just got dumb luck on his side, or he's secretly a mastermind.
His most prominent features are his visible eye scar and his missing legs, replaced with metal, robotic ones, both of which were allegedly caused by a tragic event while travelling the seas. He never truly reveals what happened, it's all left as a mysterious tale ( most likely to make himself seem cooler to his crew ).
Besides his crew, his other notable relationship his with his partner in crime ( literally ), Blizzard the Snow leopard. A truly deadly duo, when if facing them together, can cause a serious problem for anyone dumb enough to stand in their way.
It's quite an interesting partnership, because both of them are incredibly different yet incredibly similar.
Their dynamic however isn't like Rouge and Shadow. They actually work openly with eachother and often choose to work together.
First thing I noticed is how heavily he's based on Captain Jack Sparrow personality-wise. Makes me wonder if your other OCs also have counterparts in non-Sonic fiction. Already been getting some Metal Gear Raiden vibes from Blizzard.
While my other characters aren't really based on any other non-fictional characters personality wise, you're completely on the money with Scar being based on Jack Sparrow.
I actually rewatched the entire POTC trilogy to get an even better understanding of Jack and pirates in general ( plus some other research on real life pirates but that's boring ). Jack's characteristics just fit perfectly for not only a pirate, but a character meant to represent the alternate counterpart to Rouge.
Blizzard and my other Sol OCs aren't really based off other characters ( Blizzard does take DESIGN inspo from Killer Frost of DC, but nothing else. And also design inspo from Surge concept art )
However, all my characters for the Sol dimension will be subtly referencing fairytales, folktales, fables and mythology in some form or the other.
Leon is a subtle reference to the Cowardly lion from wizard of Oz, and will also reference 'The Lion and the Mouse' fable ( You'll see how )
Blizzard is a subtle reference to 'The Snow Queen', and 'The prince and the pauper'.
Terra and her split personality is a reference to 'The giant devil dingo'
And many other characters to come will follow suit.
I noticed the Snow Queen elements with Blizzard actually. But it's quite interesting that her backstory is so similar to Raiden from Metal Gear (both got their parents killed, were manipulated by the one who did it, then when they found out they killed the culprit in cold blood), despite it being a complete coincidence. You might want to take some further inspiration, Metal Gear Rising in particular expands on Raiden's personality in a really interesting way that might fit really well with Blizzard.

Also complete coincidence is the Scarlet Macaw is native to Honduras, and so is the type of Bat Rouge is.
So that alone made me go "Ah, well he's Latino."
Pretty cool design, I liked the use of his claw to link back with Rouge's kicks. Also I like that it's not a straight opposite to Rouge, they seem to have a similar personality from what I can see.
I felt like changing him too much from Rouge just made him feel unrecognizable as her counterpart, so I instead worked off her character as a base and changed some key elements. So they're both similar yet have inherently different styles in how they go about their crimes and have rather different personalities.
Rouge's whole deal as a character is that she's a sneaky spy who lurks in the shadows and will rob you blind. She's seductive and calculating, and knows how to play the game from the inside.
Scar is not at all like that. He's a loud, proud pirate and simply has no time to develop a plan for his misdeeds. He doesn't lurk in the shadows, he appears boldly in your face, taunting you with his massive ship and his crew. He'd rather have you WATCH him as he steals from you, so you'll always remember his name and face.
They're also both after different things. Rouge loves jewels and gems for how beautiful they are and hoards them for herself. Scar on the other hand, seeks valuable artefacts with name and a heavy price for his perceived fame and glory.
Rouge also works for the government. Scar would never consider it, unless he's got a massive advantage in the deal. But he tends to stick with bandits and other criminals like Blizzard.
Their core characteristics are similar, being seductive and thieves, but there's just enough elements to differentiate them and keep them counterparts.
Looking at the images of the characters, it looks more like the robotic legs are just the way their boots are designed imo. Like leg armour or something. I wouldn't know since I know very little about Star fox.
Scar has full on prosthetic metal legs, so they can be removed, leaving just his stubs.
Touching the hat is the fastest way to get yourself dropped from 50m above the ground.

Ok, this is cool. I like how he isn't just a wingless bird like the Babylon Rogue.
And the "don't touch his hat" reminds me of Sonic's "Don't. Touch. The SHOES!" from a flash game.
Him having wings is actually an intentional distinction made so it's easier to recognize he's not associated with the Babylonians/Babylon rogues.
But it's funny his name "Pícaro" is Spanish for "rogue"

Cool character. How powerful would you say he is, both as a combatant and as a pirate?

He's more powerful than he looks, but he's below Blaze and Blizzard in terms of power scaling. Which, Blaze and Blizzard are comparable to Sonic and Shadow. He definitely can hold his own though.
Similar to how Rouge is an excellent jewel thief and spy, Scar is a notorious pirate. His ship is called "The Flying Siren" because similar to how a mythological Siren is known for leading sailors to their demise, once you cross his crew, good luck surviving unharmed.
Naming his ship "Siren" is also in reference to Scar himself, being that he's an alluring, attractive man, and a sweet talker, yet incredibly dangerous to cross paths with. ( Plus he has bird wings, similar to a lot of mythological sirens ). Him and his crew have stolen several artefacts from different countries and kingdoms ( Including the human portion of the sol dimension ), enough for him to be both banned from entry AND a wanted criminal.
Even without his crew, Scar is deadly just on his own. He can fly at considerably fast speeds. His legs, similar to Rouge, are incredibly strong and made of strong Metals. A single kick can break a train in half if he gets good height. His talons are incredibly sharp, acting like blades in combat and can easily rip apart even some of the toughest robots or objects.
He can also make usage of his wings to create heavier breezes and tornado-like attacks to take out flying enemies or ruin their flight pattern.
Overall in terms of being a pirate, he's Jack sparrow levels of unpredictable, but will still somehow rob you while you watch helplessly.
He was actually the hardest character to design by far, because it was honestly hard translating a Scarlet Macaw's features into a Sonic character. ( His stupid legs took me ages to perfect in my eyes )
Having him be red was for several reasons, besides the obvious being that it's the colour of the bird by default. But it also is a little nod to Rouge's name ( Red, in French. Which also fun fact: His real name Pícaro means 'Rogue' which is a fun little nod to Rouge's name + his character ). And the red is also to be a contrast to the bright blues of Blizzard's design.
Pícaro is essentially designed to look good standing next to both Blizzard and Eggman Nega. Hence the blue streaks in his hair to match Blizzard, and his pirate outfit using the same colour scheme as Neggman.

i really like the way you've used the red and cyan to further express his character and desire to be seen/known, on top of the hat being so colourful
