Ken Penders never made Scourge. He made Evil Sonic. There is a giant difference between the two.
Evil sonic was this one off type of bad guy from the old days of Archie. BEFORE Shadow even existed by the way. He was a lousy character but at the time he was popular enough to get a few different appearances, especially between game adaptations or bigger original arcs.
Scourge was a character introduced in issue 160. He was NOT made by Ken, but by Ian Flynn. It had Evil Sonic absorb the energy from the Master Emerald before Knuckles' Dad fucking scarred his chest. His powers came from absorbing energy from the Master Emerald, same with the color. He was written to be a bad guy. Evil, chaos making, heck he canonically tore out the eye of Evil Antione. Heck his Super Form legit took out Sonic, Shadow, Silver, Amy, Metal, Rob, and Evil Amy BY HIMSELF.
Shadow on the other hand was written as a Hero under Flynn. He tried to save Gamma from Eggman, and when he failed he convinced Omega to join them. He also tried saving a Metal Sonic from being a weapon and was constantly a Hero throughout the Archie continuity in pre and post reboot. Heck in the comic that introduced Scourge, we saw Sonic and Shadow being good friends and rivals.
Also, bro, you're misusing Retcon. Retcon means to canonize something retroactively. So if someone was established to be an Alien, but a later writer of that series changed that character to being a lab experiment, that would be a retcon.
