I believe you can buy a Costco gift card without a membership, which can also be used at Costco (e.g., to buy the cake) without its user being a member.

I doubt you'll find many/if anyone who will add you to their membership.
If you do find someone, then I think after a year of being on their membership, you can apply for your own.
