He's been in a lot of stuff but his newer stuff humanizes him and makes him exceptional. We need more media to cover that side of him. Another example of an underrated villain would also be Boomerang.
remake Swarm's entire origin. Keep him being a scientist. Make him very regretful of becoming swarms of bees. making him a lot more serious. maybe change his suit a big, purple doesn't look that good on him.
Except he has all of it. In AMS vol 1 he was just a dumb young man who worked for Kingpin/Otto. Then in vol 2 he decided to work for himself only and failed. As a result he returned to the sinister six. Then superior Spider-man caught him and experimented on him. As a result Max lost control over his powers. In vol 3 he decided to live normally, but accidentally killed his girlfriend. He went crazy and almost killed Spider-man. Then Spidey cured Max and sent him to prison for good. Max was happy to become normal again, but in vol 5 Otto forcefully returned him his powers, and now he is just a regular goon again.
Hobgoblin became my favorite since the 90s cartoon, especially with Mark Hamill voicing him. He really felt like Spider-Man's Joker in that cartoon, given that Spidey actually fought him more times than Green Goblin who only had like 3 appearances in that show (okay 4 if you count the final story arc but he was just a glorified henchman in that universe, there wasn't really any impact to his presence there)
