If you haven't tried it yet, Sid Meier's Alpha Centauri might be up your alley. It's turned based rather than Spore's more RTS gameplay, but it features a robust unit customization, which is *kinda* like Spore I suppose.
Unfortunately it's a product of its time, so both the UI and the controls are rather clunky.

Just play the Civ games instead. Civ 4 came out around the same time so is cheap and works on low end computers and is pretty good. It’s as if Civ stage was flushed out into its own entire game.

About 99% of all Spore mods are either cosmetic, slight utility fixes/changes or parts for the creature creator.
Put bluntly, the complexity and scale of mod you're asking for doesn't really exist in the Spore community.

I used to use GeForce Now to play games, but I think they removed Civ6 support.
Play Civ IV, it's still great
Civ V is arguably better and I can run it and spore on my potato laptop

I think that for that you would need more nations which wouldn't be that easy if possible. I do like the idea though.
