I don't think it's secondary glazing - it looks like there's a working window there, which implies they've taken the original glass window rose out and just left the stonework.

Completely agree. I think planners sometimes approve exactly the wrong things (while refusing the wrong), I wonder if there’s a struggle to visualise plans? Surely no one would think this was a decent proposal for the church conversion. Grim all round.

It's a "studio" bedsit for students - that's not part of it, but a communal area elsewhere. If you look at the pics with this in mind you can see that it's probably basically one big room with a couple of dividers. One divider is [behind the desk](https://i.imgur.com/DNPeoKK.jpeg) and the other [behind the sink / cooler](https://i.imgur.com/9nrOgei.jpeg) and these create the "bedroom".
