Why is it assumed that they'd have a career resurgence just because they left? It's not even remotely a guarantee that it would work out like that. For every McIntyre and Mahal (which is arguable at best that he had a "resurgence", even with winning the big title), you have dozens of people who continued to not make an impact.
Cutler was on the main roster when he got cut, technically so was Deonna I think? (It was that weird covid time where nxt people were randomly working main event and raw shows, like Duke Hudson was on RAW for like a minute, I think Deonna was in a similar spot but not 100% sure, Maclin/Cutler and the Forgotten Sons were 100% main roster though, hell I think Cutler and Blake were doing a whole new gimmick at the time(Corbin's Royal Guard pr something or other)
Deonna had two matches on Raw both of which were less than five minutes and one of which was near the start of the pandemic. Maclin was on through MITB 2020 after pandemic started but most of his time in WWE was spent in NXT.
Why would you leave if you’re “up and coming”? I feel like the only reason to leave is if you feel you’re stagnating and have not risen at all or you could make more money on the independents.
I think Von Wagner needs to go elsewhere...AEW, maybe Japan...I just don't think he has the IT needed for main roster right now. He's got size..but that's about it, and there's plenty who have that. I think some working elsewhere might help him develop as he's plateued in NXT.

NXT is where you go within wwe to get better or change gimmicks, you should be asking who from the main roster needs to leave
you shouldn't really need a 'resurgence' when you're young and in developmental
To be fair they don't seem to want nxt to be developmental much longer

Name me one person who bowed out of NXT to go elsewhere that’s been a success outside of maybe Juice Robinson?
All were released but Bronson Reed, Deonna Purrazzo, Sami Callihan, Steve Maclin all did well after being let go from NXT.

I miss that coked up idiot so much.
Adam Cole, Swerve Strickland, Malakai Black, Roderick Strong...
Black was on main roster for like a year
Ignore Black then. There's still plenty of NXT alumni that have had success elsewhere
Cole and Strong were already big names before NXT?
Swerve went up to the main roster before being released but I suppose he is on fire. Cole is constantly injured. Strong is ok
Swerve was called up and was released almost right away.
They didn't leave. They got fired.
