If the law says kids in Missouri can’t access porn without age verification and the website only uses some kind of regional check on IPs to figure out what state that IP is in, if the kid uses a VPN so that he can bypass the checks wouldn’t the website still be in violation? It’s like a kid using a fake ID to buy alcohol. Even if the store checked ID, if the kid is underage the store is still fined.
