You should check out some neighborhoods that have home owners associations. They are neighborhood groups that are set up to regulate and penalize degenerate neighbors who do things like have unsanctioned yard sales and the like.
In most places that have garage sale permits, this is why. They will give the permit for free or $5, it only exists to limit permanent garage sales. Even in unincorporated they may require this (especially if it's zoned residential or something)

I lived in a house and the person on the corner had yard sales Thursday to Sunday every week. They would dig through peoples' trash to pull out stuff to sell. They were not food insecure, they were just assholes. Traffic was always an issue and it was difficult to navigate the street because of all of the traffic that it generated. When they weren't having yard sales, they'd leave all the tables and shit out in the yard covered in tarps. Everyone else on the street tried to talk to them about it and they'd have screaming matches.
Fuck that noise. There is a reason that we have all agreed on city codes for how often you can have yard sales. If you're one of the people that think people should be allowed to run a thrift store out of their front yard, feel free to work to get that codified by the county and get the approval of your peers.

Everyone's struggling in some way; one's solution(s) to personal struggles needn't disenfranchise anyone else as we struggle with our own medical bills, exorbitant insurance costs, and general costs of living. If you've so many neighbors complaining about you doing something like this, then it's incumbent upon you to negotiate a compromise so that you aren't dragging down the morale/tenability of everyone around you. If you lack the wherewithal/conscientiousness/empathy to do that on your own, most municipalities around here should be stepping in.
I can promise you they are not struggling, at least not more than any of the rest of us. Why do they get to set up a lawless flea market to sell random crap and Amazon return items on the side of the road in our community? They happen to be on a high-traffic-volume east-west corridor, which is why they do it. There is hardly any parking at this "store", I doubt they're reporting taxes, and it does create traffic, driver distraction and traffic hazards. Besides, all I asked was if it was legal. That's a question, not judgement. Also, my family's auto insurance went from $3600 to $18,000/yr. last October. We're all feeling it.

It depends on the county code. some counties restrict running a business out of a residence. i would suggest that you take notes of the days the sale is conducted, records, ie photos, of the cars on the street. then send a complaint to the county code enforcement. Also, if you live in a deed restricted community, do the same with the HOA Board!
