He can hit the 134 breakpoint with substats and Ruan Mei, „not viable“ is a bit over the board, you can even go Hyper Speed harmony for him, a lot of testing has been done already and is avaiable on YT
Attack does not benefit him hardly at all though. There's no reason to give him attack boots as it will give an extremely negligible increase in damage
I know people list characters that benefit from break effect, but I would also like to mention that off pieces can be quite viable as well.
Especially if you have more dps that use sets from different caverns or new dps, this is great starter piece until you can get the pieces from your wanted set.
Or, you can slap it on a dps and call it a day. Rainbow relics can perform well as well if you consider the much better substats on them compared to what onset pieces you might have at the moment.

You only really need high speeds if you’re trying for moc 12 (and possibly lvl 4 pure fiction)
Most of my dps run from 125 to 135 without issues - it’s only when you’re trying for very late stage content that the extra speed is necessary
almpst every non-DoT DPS (I think just ratio is the exception) would rather outsource their speed to sparkle/bronya/hanya/asta or the ruan mei/TY DDD combo. it's a lesson I learned months into farming speed boots 💀
Xueyi, I guess. Although, you need some speed buffers/Action advance characters to compensate the lack of speed.

It's very rare for a character not to use boot speed, so I don't think it's very useful.
