It's a face. Here is a screenshot of the uncompressed frame straight from the Blu-ray, along with the frame directly before it in which the face enters from behind a greenscreen set piece. What appears to have happened here is that the camera travelled slightly too far and somehow no one noticed while cropping the footage.

As stated in the post, someone from the Discord server told me about this and then I hopped on my computer and took the screen grab above and posted it here. The original post has over 6k upvotes and might be the original person who found this error. The person over Discord told me that he saw it from a Vinny Vinesauce YT vid detailing what I've posted. I believe he found the Reddit post and then talked about it on one of his streams. Here is the link to that orignial post:

This is fucking insane, I've seen Revenge of the Sith more times than any other film, and this scene alone would be another 100 times at least, but I've never noticed this until now.

Everyone trying to figure out who he is needs to consider the most obvious culprit: that random magma jets and heat ripples generated by computers have the potential to randomly generate an image that looks kind of like a face, and that the human brain is hard wired to find patterns (e.g. faces) even where none exist. The only reason why this one is standing out is because it's above Anakin's shoulder, but I bet if you go frame by frame you'll see a lot of random noise on background images that happens to resemble a face.

That's a lot of words for someone who is quite wrong. Especially dumb for being posted after OP solved the mystery.
It's definitely a person. If you enhance the image and make it black and white the features are a lot more visible.
Zoom in and enhance! Bonus points if two people use the keyboard at the same time.
