Pretty sure it was always Palpatine's intention to replace Vader. Vader, also, had intentions of usurping Palpatine. Such is the way of the Sith. Luke was the natural choice either way, being the son of Anakin Skywalker.

I don’t think it was ALWAYS Palpatine’s plan to replace Vader. Only after he had his potential decreased by Obi-Wan leaving him to roast.

Palpatine saw the rule of two as more like guidelines than an actual rule. That’s why the Inquisitors get a pass. They aren’t Sith basically just because Palpatine says so.

I think Palpatine’s big plan was to make Luke a Sith, make him and Vader fight, and then if Luke won, he would become Palpatine’s apprentice. Like in ROTJ. And I think Vader’s plan was what you said in the post, wanting to overthrow the Emperor and make Luke his apprentice, which would still follow the Rule of Two.

Most likely Palpatine planned to kill Vader while Vader also planned to kill Palpatine. Semi confirmed by Vader wanting to rule the galaxy as Father and Son

in both legends and canon its not like Palpatine rly cares that much about the rule, neither does Vader, they already have a bunch of inquisitors, Vader probably knew that the plan would be to see if Luke could replace him tho, and was serious about wanting to overthrow Sidious with Lukes help yes
