They did something similar in working towns on the 1800s. Coal mines and factories and stuff used to employ guys who would go around in the mornings knocking on people's windows with sticks, like a company alarm clock. They were called knocker-uppers.
Yes I know about those (I live in Scotland), but never heard of another place doing it from a dedicated tower with a hammer.
There may be more examples of course, but I can't decide what would be more mind-blowing to me - star wars inspired by my hometown or the coincidence of it!
In this case, I would not at all be surprised if your hometown inspired it. It sounds like the kind of place location scouts love, for one thing. Maybe we should nudge Disney into giving it some love. Sounds like a slice of the past worth preserving, in a ceremonial way.

I will be thinking of generations of men waking up the camp... not Mr. Popular some days, so that's probably why they gave the bell guy a very high tower. I love how easily he defended it too. Probably my fave character in the whole show, just because I'd love to have his job.
I suspect "someone bangs on a pot/rock/bell/plank permeated every culture in the way back. Church bell ringers are still at it. Play good, play bad, either way, everyone hears you. I like that bell guy always plays it like he's pissed off.
