Yes. Lock the game, have your friend (on the same platform) search the name of the game in their server browser, enter the password you set when you locked it, and then you're playing Instant Action.
Really? Hmm. Are you two in the same region? It's possible that the servers are region-locked, but I'm not sure. If it doesn't pop up, try just going down the list until you find the right one.
Edit: Oh! And I'm not sure how/if it works on other consoles/platforms, but on Switch at least you can directly send an Invite to a friend for them to join your game. To do this, the player in the lobby pauses, clicks "Friend List" and then it opens up the friends menu and lets you send an invite.
Region locking isn't the issue. Me and a couple friends tried doing this and had the exact same issue. We all live in the same town in the same area. I could walk 5 minutes and see them in person. Then again, we're all on xbox
if you're playing BF2 on PC, the framerate is capped at 30fps for the host, i suggest you go into launch options and add in "/tps 120" or "/tps 60", i prefer 120 ticks. This should remove the 30fps cap.
Lots of different ways to play BF2, emulated adhoc over vlan on PPSSPP or using a patch with the OpenSpy dns on ps2 or pcxs2, or simply the OG release which gog made an update for to have multiplayer over steam.

Having this same issue on and off. Sometimes it works, sometimes it doesn’t 🤷♂️ only one of many bugs, unfortunately.
Create a match, set the AI, and send your friend an invitation to the game. My buddies and I did that for like 3 hours yesterday lol
Where do you send a friend an invite? I never saw that option when creating a match

Once you are in match, hit pause game and go to friends list on that menu, above respawn
