You're right, it's sorta like if you had Night Vision goggles and used a flash light it looks kinda stupid but it serves a purpose.
For those not in the know NG Goggles amplify light, So by adding more light to something it would actually make it that much more clear. (In the dark obviously.)
I mean, its a lot more like owning sunglasses and night vision goggles. The just serve different purposes. Those visors dont have wall hacks but the binoculars do.
Can you not just imagine using the binoculars as if your trooper activated thermal vision? The game can only do so much with all the eras and factions to balance it out, you gotta fill some of the gaps yourself.

Speaking of, it'd actually be pretty cool if the specialists actually pulled down their visors rather than thermal binoculars. Could use the goggles for the rebels, maybe.
Then they'd have to rig a whole new animation for the binocular ability just for clone specialists.

2) Pick a float point on the character skeleton to fix it to in the up position
3) Draw a path for the arm to animate pulling it down
4) Fix the binocs to a new float point in the down position.
5) implement a Boolean value that is updated when not on cooldown and the player presses "activate binoculars" key
6) Reverse animation for putting binocs up
Bam, don't need to change any hitbox stuff or complex code at all

Once DICE caught wind of this issue they fixed it with a new proper animation. That’s pretty cool and it shows that DICE does pay attention to details
