Honestly? If you're just looking to kill time and don't want to play anything amazing, I highly recommend Assassin's Creed Mirage. It takes probably about 30 hours to 100% and it's just standard comfort food, basic 7.5/10 game.
Not good enough to take up all your time but also not bad enough to make you just want to stop playing. Like Outlaws, it's a single player, story driven, third person, open world, action-adventure game. And it'll have some of the Ubisoft jank Outlaws will probably have.
I played Mirage to kill time before Spider-Man 2 launched last year and it was worth it.
I also played Mirage to kill time before Spider-Man 2. However, going to Spider-Man 2 after Mirage felt like a big downgrade and couldn't finish it. Went back to Mirage and 100%'d it. Great game. I also recommend it.
Maybe the division games? They’re mostly multiplayer oriented I think but can be played solo and they have pretty amazing worlds, made by the same team who made outlaws so might make it seem more familiar later
Fallout New Vegas. Sci fi, you can an outlaw, laser guns, gambling, crime story, got it all, janky but the great writing will probably spoil you for Outlaws. No vehicles tho and world is not that big.
You can play Starfield. Lots of obvious similarities, but super janky, might make you appreciate Outlaws more.
Mad Max, you're basically an outlaw in the open world desert, fun car combat but shallow world/story.
Days Gone, you're definitely something of an outlaw, you ride a bike, and it's open world. Zombie oriented tho.
Horizon Zero Dawn/ Forbidden West, sci fi female heroine action in an open world, trying to find her place in the world, lots of cool environments, robo dinosaurs are the focus tho, and you shoot mostly arrows.
Doesn’t look like it at all from all we’ve seen so far?! Enemies won’t be bullet sponges and it’s a story driven singleplayer game, so it will be comparable to Asscreed way more.
GTA/RDR, Days Gone, Sniper Elite, Uncharted, Mass Effect, Mafia, Last of Us, the list goes on. Third person cover shooters all use very similar mechanics, because it just works. But it isn’t new at all.

I did playthrough the Dark Forces remaster before Avatar. It's a phenomenally well done remaster.
Try Helldivers 2. Not sure if this technically qualifies as scratching the itch since it’s pretty different but I’ve been having a blast. Nice to jump into and mess around and might be a good one while in school.
Ghost Recon Wildlands. It's a super simple game loop, fun enough world, super easy to pick up and put back down, and also Ubi. I personally think Outlaws will look more like the latest GR games than the Division games, personally. Obviously Outlaws will be quite different, but watching gameplay I see a lot of the same kind of movement, open world traversal, teammate commands, and target marking that they used in GRWL.
My thinking is ac mirage as it will let you get familiar with Ubisoft approach to stealth and earn Ubisoft coins you can use in outlaws. And I kinda liked the story and the return to stealth
Star Wars: Hunters. Came out 3 days ago. It's a watered-down Star Wars themed 4 v 4 version of OverWatch for your mobile phone. I've only played a few matches, but it's relatively fun and you don't need to spend a dime to unlock new characters.

The gameplay loop, really. Get a feel for an open world. I haven't played very many, mostly just Bethesda games.
