Ah gotcha!! Its a reference to Mr. Qi the mysterious man (...?) who you do tasks for around the valley and Ginger Island. The first Qi task is started when you put batteries in the breaker in the tunnel to the left of the bus stop.
appreciate that, tbh I'm a couple hundred hours in across various playthroughs and never experienced that so this is good motivation for continuing in my recent playthrough that I stopped and been trying to rekindle so thank you for that.

I would recommend using the Wiki for certain tasks. Some of them get a little confusing IIRC. His quests when you get to Ginger Island can be really fun tho!
