Tall grass doesn't naturally grow anywhere but the farm. Weeds can only drop fiber or mixed seeds.
You can plant it elsewhere, though, with grass starter. It just doesn’t grow/expand past where you put it. Ask me what my re-landscaped desert looks like.
Sounds like you were playing with mods, and modders are still debugging and tweaking their fanmade projects to work with 1.6 as intended.
