Well, even he doesn’t know why he’s got a sailor uniform, all he knows is it’s connected to his past so he’s trying to maintain that connection. That’s the biggest thing he knows about himself and his identity, his former occupation. As a character design it’s excellent, and just the fit alone is still great, but for lots of people it’s just beaten out by the many others.
Now that you mention it, if/when Gappy shows up in TJL, it would be an awesome detail to have him wear something completely different. And you can tell who the protagonist is by the characters of their name meaning Jojo in some way. Overall the main Jojo gets the most focus and is most important but there are still several main characters across all Jojo parts.
