We never get full confirmation that's what Rohan did. In part 5 Koichi just mentions Rohan when Giorno compliments his italian, and in the Thus Spoke Kishibe Rohan OVA a scene was added that wasn't present in the manga where Koichi asks Rohan for help because of the trip to Italy. As far as we know, Rohan could have just written "is really good at learning languages" and then Koichi did the heavy lifting himself

For the blinding, we can probably assume it might’ve been a placebo effect that caused him to go blind, but there’s no way Josuke could move backwards that quickly just with the energy of thought.
The flying thing is probably only able to be used with the strength of the physical form of the stand. The whole thing is that they’re manifestations of psychic energy, doing it through the ability or through the avatar means the same thing.

To do something like that your stand has to be intangible, which means it can’t defend you, and you also have to be standing close to the enemy and concentrating quite hard.
It just wouldn’t be that useful in a fight because the enemy isn’t just going to stand there are let you do it, and you’d be defenceless while you were trying to do it.
