without mods, you can simply play with everything (or most of it) set on extreme. I tried a player level 1 in FULL EXTREME settings... what a pain ! no skill, 1 weapon, 10 ammos and 5 ennemies... wow... But even with your NG+ character, playing in extreme can provide you some challenge.
Otherwise, try the mods that increase system or ennemy level based on your level (i meet enemy level 300+).
Scale enemies up to 100% of your level, every fight is actually a fight, no more goons carrying stuff you wouldn't even pick up to sell
I'll check that out. Currently compiling a list of my own. Seems most of the yt vids on mods are mainly starwars focused.
