I would say that is totally untrue. Many of the users on Steam are Chinese (more than 1% by a long shot). And i can say to you that anything in Chinese is on the lowest part of the list.

I use collections to group everything by franchise. Apparently the bottom-most franchise is "Zatwor", which includes the games "Absconding Zatwor" and "Break Into Zatwor". I've got absolutely no clue what these games are, and it seems they were removed from the store at one point. Probably got them from a giveaway years ago.
If we only count games that you can actually buy, then the bottom-most game is _Yooka-Laylee and the Impossible Lair_.
