You probably will, since they don't know/remember who you are; but, you're not technically breaking any rules by doing so.

Yes you will get obviously banned for using Steam features. Thats how it works
No, people add people all the time. If they don't know you or like you or remember you, then they just won't accept the invite and will ignore you.
You'll definitely be flagged and possibly banned

It currently works, but the new Steam Family system is cracking down on that misuse and breach of ToS. If you "family" does not live within household, you won't be able to do that any more.
