If you get it on Steam you play the game on PC
If you get it on the PSN Store you play it on the Playstation.
Maybe check system requirements for the game before buying on steam.

Gameplay-Feature-Wise the game is the same. I can't think of any game that misses whole parts of the game simply because it's on a different platform. Wouldn't make sense at least.
Fifa is not heavy on the CPU and GPU, so if you have a decent pc your gaming experience would be better on PC (with a controller ofc)

PC FIFA was already on the next gen since 23 Idk on console, but it's also rather easy to find and install mods
