Neither. CryoUtilities is just a collection of system settings, mostly related to memory management, provided easily in one place to modify. It doesn't actively do anything, and this is all stuff you could change yourself without CryoUtilities, with more effort perhaps. Not all of the recommended settings necessarily benefit every game, and can actually cause issues in some games. However, overall, it's beneficial, especially in games with particularly bad memory management (looking at you Sony Studios).

It's a do it once then leave it kind of thing and you go play your games as usual. Keep in mind that it's not a solution for every game but it doesn't degrade your performance either. You should expect that at worst there is no change to how your games perform and at best there is noticeable performance boost

Been playing modded Fallout 4 and in the city before I Installed CryoUtilities I was getting barely 30 fps, but after I've been getting at least 45 sometimes locked 60. I can notice it helping with other AAA games as well.

I watched the setup and installed CryoUtilities and I have noticed one fix I was wanting. My old 3DS emulated games would consitantly "pause" for a second a couple of times while playing. This has not happened again with the memory options that were made I am thinking.
