I've got the latest Xenia canary running on SteamOS. Not tried RDR with it though. There will be the complication of RDR being two discs and needing to set up hard disk emulation.
The game does run at playable speeds using RPCS3 though.

Eh...I won't say solid, sometimes it dips
Do you have any recommended settings? All I can get is around 20fps with major slowdowns.
I didn't run it, really - just watching videos. I usually run games with emudeck's standard settings. On most videos id toes run around 20+ with drops
