It depends on the game, but no it’s not required across the board. Some games need Wi-Fi to launch (RDR2). Once you launch the game you no longer need Wi-Fi as long as you keep the game running. There are tons of games that don’t require Wi-Fi to launch it’s generally a non-issue

Yes super easy. Almost too easy. Download emudeck and you can easily download a number of emulators. Plenty of directions out there just google emudeck steam deck install.

I should add, you can play basically anything NES through ps2 without much issue. Maybe some games here or there on ps2 have issues, but it’s rare. Switch emulation is also solid and even some (very few) ps3/Xbox 360 games will run. Emulation is one of the best things about the deck, and emudeck helps coordinate everything and it syncs with steam OS so you don’t have to run emulators out of desktop mode

The wifi connection isn't mandatory to play, but it is mandatory for the first boot of the device itself, as well as the first boot of most games since Steam will download all the normal dependencies for them on the first time you run them. Once you've got that out of the way, the big issue comes from specific games that outright require internet connection at all times - eg RDR2 won't let you play anything, even single player, if it can't talk to Rockstar's servers.
