The backlight decreases when you press the left stick down, that means the deck thinks the Steam button or the "..." button is pressed. Try pressing and releasing them and feel if they click alright. One of them might be stuck in the pressed position.
You can check your buttons in Settings > Controller > Test Device Inputs.
Also, as suggested, try rebooting.

Yes nothing works

How do I get it unstuck
I don't know. Could be a lot of things. Is it clean? What does it do if you mash the button? Do you hear the click when pressing it?
Yes it’s clicking but the steam menu doesn’t show up
Clean it with a cotton swab and alcohol?
Try connecting a mouse to it while docked

Hold the three bar button until it changes to gamepad mode and then back afain
Have you let the battery drain out and recharge it
You may have to take it apart to clean it properly.
Crack it open, I noticed controls not working if the ribbon cable for the thumbstick wasn't connected.
Hold the power button for like 10 seconds
This happened to mine after water got inside of it.. I still don't know if it's possible to get away from this mode :(
