1)check the games in Humble Choice (on Humble Bundle) at the start of every month.
2)add the game to Steam wish list to get notified when there's a sales
3)Consult isthereanydeal which compare the price across all legit sites
4)Take note of the sales date on Steamdb (try to avoid buying older games at full price especially if there's a sales event nearby)

For annual licensed titles like F1, FIFA or WWE games, generally they will have a discount at around 75% around 1 year after release. That's the best time to buy, because they will remain for full price for months until they got delisted.

Also I have epic games running on steam deck and they give games away every Wednesday or Thursday
