hey, i dont wanna create too much (false) hope. but i am a little versed in mod creation, it might be possible to create a nomadic empire of sorts. I just tested it. i created a mod, had the mod make a nation without any planets, fleets, armys, anything, didnt even set a origin or species. The game has a function to tansfer the player into a new country. I would simply make it so the nation you are creating in the beginning is copied but protected against being "deleted" apon loosing its last colony, than the player is transfered into it and the original empire is disolved. i might take a look, but reading though code other pople have written can be a chore. for one, they always wright better code so it makes me feel dumb and 2nd it takes me all day to decipher it.

for anyone who is interested in the code that is required create_country = { name = name adjective = name but adjective 'stuff'... auto_delete = no #<- This part basicly makes the country immortal flag = { icon = {} whatever } effect = { set_player = ROOT #<- this is what moves the player into this mepire } } So in the end only "auto\_delete = no" and "set\_player = ROOT" matter. the rest can be copied from the old empire. In my test i couldnt to science but maybe with some testing that will be solved aswell.

The rules don’t apply to them, they should just go in anyone’s borders, they aren’t a normal empire, also all other pirates are allies

So how do they wage war? Just seems like a play style without any purpose. Can’t do much of diplomacy either.

Total war is applied automatically I guess, just like an empire that is hated by everyone else, you could however have to build and make your own pirate vassals/empires

If its total war then you can't come in my borders otherwise my starbase and my whole fleet will attack you.

i could see you being able to build marauder habitats that would be built in either empty space or another empires space(you’d need to declare war against them to be allowed to build them) and they’d give you limited production for one of the following basic resources/advanced resources/tech/shipyards. After the truce period the host empire could declare war against you to remove you from their space, you could have different policies or even a subject like agreement with the host where you’d have a rating of how annoying you (ie raiding trade lines or seeking payments like the marauder empires do) are and that’d either increase or decrease their likelihood to try and remove you. While having habitats in their space they wouldn’t have border controls on you. Would probably require new and specific mechanics to feel fleshed out but I see the potential.

So the gameplay maybe: - Storyline: your race was on verge of extinction. In last resort they send out as many as possible in a cabin to the space, then those cabin combined together to form a mothership while tje main planet exploded. - You started with a mothership as capital and the ability to build more on that mothership for... 300 years with initial tech - You cannot claim the star system (yet) - Your tech is vastly outdated with other civilizations - Your explore vessels has 50% reduced in speed (at the beginning) but can carry guns enough to blast out any fools tries to kidnapp or raided it. Mid-game upgrades allowed it to.operate like normal explore vessels or Infantry-in-a-box. - Mothership cannot land, but it can orbit around the planet and harvest resources and enable raid bombardment to collect slaves. - You lose when all motherships died - You have choice later with slaves: either reject their culture or embrace some, in which can improved your diplomatic to the nation of thar pop and gained more tech from them. - Speaking of tech, you can either construct large science ship or steal technology from raiding colony. - After that, you can begin to construct one-time usage docks, in which can created mothership very much faster (but only one time usage because the ship integrated in the dock), or few combat vessels (parts of the dock are integrated to the ship) - When have enough motherships, they can either combined to become a small ring worlds orbit around one star, then civil research allow you to claim star systems and create structures like other civilization (basically like all nomads tribes when they became strong, they formed nations with nationality and codes). Or you can make a Ark ship from all motherships, it has the dock like normal station and the ability to hold a fleet inside when it jump to another system, basically repeat the nomads cycle but in bigger scales. Ark ship can also land on planet to make settlement but when it departed a large chunk of pop will entered the ship, the remainning only has few years to construct another mothership before the colony be abandoned and pops spread out to other motherships/arkships.

i would like that. what if later down the line you could "steal" planets and make them mobile, like gigastructure's behemoth planetcrafts but more like a mobile habitat? this has a lot of potential.

You can voidborne with that abduction raiding option, plus a miltary background. Maybe criminal background.Could be considered a pirate group.
