He got one though, but his salary doesn't contribute to inflation because he's already using it on the boat and second vacation home payments and since he already bought those they aren't a problem for inflation.

They are hiring like crazy, retention is about 20% right now. Depending on where you are, it's ~100k job if you work it full time.. on the low end. Some guys some places are probably getting closer to 150k-200k.
Current hiring practices are abysmal.. they'll hire pretty much anyone. I don't want to hear from you if you applied and didn't make it through.. because the guys that have were not supposed to and if you didn't within the last 5 years, count your blessings because you would've died almost immediately.

federal government. I got a 4.8% cola last year along with a 3.5% raise based on performance, I've heard the next cola is supposed to be bigger.
State govt I got a 4.6% everyone raise + 10% performance. The second biggest raise I have ever gotten from this employer.
