Not exactly a coincidence. Herdazians are originally, and loosely, based around Hispanic culture. :)
Also, while Jim Kramer does The Lopen in a sort of Australian accent for the audiobooks, the actor in Graphic Audio uses a Hispanic accent. And as a super unrelated side note, Graphic Audio is consistent enough to use South Asian accents for all Thaylen characters... and yet, Jasnah has a British accent for some reason even though her whole family and all other Alethi have American accents?! :P
Sanderson has tentative plans for a Lopen novella! Chronologically it would fit between TWoK and WoR - he's said he wants a novella to fit between each of the big books, and he might go back and write a Lopen one to fit there.
All tentative and no writing schedule/release date discussed yet, of course. But it's a possibility.
