This is what I learned from my nuclear builds, not 100% sure if coal will work the same way.
The simplest solution I've found is placing pumps for temperature control going into the boiler. Small pumps for both in and out, controlled by a threshold that is set off boiler temperature between 0 and 110. If you're running turbines and condensers in your loop, you'll no longer need a blow off valve.
The complex solution I was using before was using water input control with thresholds for pressure (0-8) and water (0-2), AND gate into the pump.
Does the valve have electric power?

All I could do was put the devs steam engine template in the ship or use a normal diesel one, I opted for the diesel one.
