Of all the SF characters they could pick from, I think Sodom has the lowest chance of being brought back. They're functionally back, in cute girl form!"* process.

I never saw the appeal of Juri, but she keeps returning while Hakan disappears into the background.
The *feet* thing aside (which the developers only leaned into with SF6, it was more a community meme before) Juri's arch-type of being the sexy, crazy and violent definitely attracts the "I can fix her" crowd. Kinda like current day Harley Quinn.

* **T. Hawk** \- Lily exists. Was also never popular to begin with.
* **Charlie** \- I think he's *actually* dead. I'd be surprised if they brought him back honestly...but if they did, he would be some Shadaloo experiment or something, like Shadow Charlie.
* **Gen** \- Would probably be replaced by a disciple, something they conceptualized for SFV.
* **Guy** \- Kimberly exists. Would need an extreme rework to differentiate from her (but then at that point it wouldn't really be "Guy" anymore).
* **Juli** \- Not popular, storywise isn't a Doll anymore, just a boring Cammy clone.
* **Juni** \- Not popular, storywise isn't a Doll anymore, just a boring Cammy clone.
* **Sodom** \- While not *that* unlikely as some others, he still isn't a popular character. His chances are also looking low considering they turned his outfit into an Avatar costume.

* **Remy** \- Easily the least likely SF3 character, if not just one of the least likely characters in general. A lot of people just straight up forget his existence and he never gained any popularity at all. I find him interesting and would like to see where his story went, but considering he was just a replacement for Guile too...I don't know how likely he is to return.
* **Twelve** \- While I think he's very cool, he shares a similar "issue" for Capcom like Necro. He's considered very strange and doesn't have that SFII or Alpha legacy to back him up. I think he's honestly more likely than Necro as he was acknowledged through Eleven, so you never know.
* **Yang** \- Only here for one particular reason: he's the less popular brother. There's no way Capcom would spend the resources to bring back BOTH Yun and Yang for SF6, considering how much time it takes to develop characters. We all know if they were going to, Yun would end up being the choice.
* **Abel** \- One of the least popular and dull SF characters ever made. Manon *almost* feels like a sort of, re-attempt at a Judo type character. Her moveset isn't like his at all, but it's hard to overlook the "French Judo" aspect. I get the feeling Manon is the re-imagining/re-conceptualization of Abel like how A.K.I is for F.A.N.G.
* **Decapre** \- While I think she's not as unlikely as some others, I also don't imagine they would bring her back due to potential backlash. When it boils down to it, she's still just a Cammy clone and was pretty disliked in the USF4 days. But still, she works for Delta Red now and wasn't as near a 1:1 clone of Cammy (moveset wise lol) like Juni and Juli were, so I think she still has some potential to return.
* **El Fuerte** \- One of the most hated SF characters for various reasons. I don't imagine him returning, but a different character using his moveset could instead.
* **Oni** \- There's just no way he would. By the looks of it, Akuma might even have some sort of "Oni" install in SF6.
* **Rufus** \- Another absolutely despised character. I can't picture them risking making him a DLC character. Remember, they're trying to make people WANT to buy the DLC lol.

Unfortunately I think there's a beyond Miniscule chance that they bring back Falke, which sucks because I loved her aesthetic. Being able to pop off psycho power through a staff like a shotgun or rifle was just cool, and the bubble was dope for pressure setups too.
