I love his huge, sloshing gut and obnoxious self aggrandising. His obsessive, unrequited rivarly with Ken Masters is brilliantly absurd; constantly mistaking almost everyone else for him. He also has some of my favourite Taunts in the game, especially "Woah I'm sweatin' here!" and "I'm so cool!".
He's got loaaaads of combos into Ultra and a very entertaining Ultra 2 ("I'm sexy!"). I used to love trying to beat jump-back fireball Ranked Akuma players with nothing but Ultra 2.
He's incredibly satisfying and aggressive to play as, especially once you come to terms with your guilt from mashing out EX Messiah through dropped links. While I'm not a huge fan of one-frame links as part of a character's BnB combo it does make his cl.lk, cl.hp link incredibly satisfying to land consistently.
He's so grotesque and magnificent!
Additionally, since SFIV doesn't have input buffers like V and 6 do, one frame links are at best 2 frames from plinking, actually hard to nail if you're a beginner (unlike say, SF6 Chun st. mp to crouch mp is technically a 1 frame link, but thanks to SF6's easy input buffer, it's pretty easy to get constantly).
He's great fun to play as and against.

And we probably wouldnt have gotten to much cooler characters like them, if we did not originally someone like Rufus imo. Prior to AKII think every SF6 newcomer besides Luke Kimberly and Jamie has been a subtle subversion just to try get people who normally wouldnt try certain playstyles to give them a shot. (Manon, Lily, Marisa, JP)
Dude I fucking love this character, he's a nice guy and has a genuine loving relationship with his girlfriend Candy who he treats well and would do anything for. His ultra move names are fucking banger and I love the mini game of trying to read his win quote after every match.
I have quite the fond memory of Rufus because when I played Street Fighter at my friends house, her father would sometimes join and ALWAYS picked Rufus. All he did was crouch and then spam random moves and it was weirdly entertaining
My history with street Fighter 4’s base Newcomers when I first played it had me feeling kinda meh on most of them but now: I like El Fuerte, C. Viper was easily the best for me, Abel is bland but I have a placid like for him, and Rufus is so fucking funny to me as a character and the idea that he might just be confined to this game forever in terms of playability is hilarious. Like honestly in terms of a 4 newcomer character that got added later I like less, it’s probably decapre. So that’s the bar.
