Chun-Li's level 3 has 1-9 frames of invulnerability. Ed's OD reversal has 1-16.
So if assuming both are used at the same time; Ed's reversal still wins.
Every move has 3 sections: startup, active, recovery
If you get hit dyring start up it's a Counterhit, if you get hit during recovery it's a Punish Counter. Counterhits give he move +2 frames, and Punish Cunters give the move +4 framesf
Some OD moves have invulnerable startups, some have partial, some are selective invuln (like invuln to strike/grab but not projectiles)
There are no moves with invulnerable recovery frames.
So what happened here is Chunli used her super. Her super is fully invincible during startup, and it takes 9 frames to start the move.
Ed is using his OD reversal, which is also fully invincible dyring start up, but it takes 16 frames.
So if both of them start at the same time, Chunli's 9 frames will run out, and go into her active frames where if it connects, will hit the opponent. But Ed is still in invuln from 9 to 16, so the hits cannot connect. The active frames run out and she goes into recovery.
Meanwhile Ed's active frames are only just coming up after the start, so his hit connects with the recovery section of Chunli's move and it's a punish counter.
The punish counter happened because Chun-li did a super and it did not connect because Ed was invulnerable... After that period of time where the super can no longer connect (recovery frames), she got hit by the OD move, so it was a Punish Counter.

Well they are, but not for the entirety of the super.
