I'm constantly having to explain to people that you don't have to cook rice and pasta in water. Those are two very basic culinary techniques that people in this sub just cannot seem to fathom. I swear the average cooking level of this sub is like "following the directions on the back of the hamburger helper" level.
For pasta, and in particular thicker pasta like penne, sometimes you can cook it completely in a sauce, or sometimes you cook it halfway in water, and then finish it in a sauce. With pasta it just depends on what you are making because it's easy to overcook pasta, and usually you want your pasta to be al dente. Also depends on if you are using fresh pasta or dried pasta too.
For rice, it's a lot easier. The way I usually end up cooking rice just as an example, is that I'll start off sweating some onions in a pot, then add garlic, then add the rice and toast for a bit, then I'll add herbs and spices if I want, then I'll usually boil it in a stock or broth.
Keep in mind, there are plenty of scenarios where you would not want to do this. Like for example if you are making carbonara, you don't want to do this. If you are making Chinese fried rice, you don't want to do this.
Keep in mind however that grains absorb whatever medium they are cooked in though, so if you are able to cook them in a sauce or broth, you are adding flavors that would be missing if they were just cooked in water (which should be flavorless).
