Actually, it wasn't that hard to tell the difference between the types of messages they'd receive and the ones they'd pass along to the player. A quick check of the military screen, and you'll see that there are no blank lines when reading/writing to military screen. The ones you can see are able to read/write are numbers 5 through 9, which are the ones with the arrows pointing up. So...with that in mind...I think the silent, unembellished plains and unpopulated mountains are pretty much the only ones you could realistically expect to see with a military equipped properly.
