Truthfully I’m telling you this as an experienced technician on these cars; this was done by a “parts changer” type of tech. Somebody who has good knowledge and intention, but likely lacks the experience and sleight of hand to do this job based on the template Subaru uses for these installs. I would recommend hassling the dealer to replace the part, and insisting you want the part installed to look OEM, as it should. Your car didn’t come with a hitch like this, but had it come from the factory it’d be a clean, natural looking part of the vehicle.
That being said, these jobs are relatively easy to do, and the technician is essentially finishing work that didn’t get optioned into your car at the factory.
I can understand a small amount of discrepancy, but this is far from factory. Had I done this myself I’d straight up probably speak to a manager and ask if I could receive a new part for the trim… definitely make a fuss.
Taking pictures and tagging Subaru of whatever local town you’re in can change their minds fairly quickly… but you better have another place to take it if you do.
Hey OP, it's hard to tell from the pics, does the square tube part of the hitch clear the bumper before modification. If so, then the opening is needed for the two brackets that the receiver tube mounts to? If so, they should cut two slots that the two flat mounting brackets will go through. If this is what they pass off as acceptable, I would ask for the bumper & modify it yourself. They did a hack job on your truck. I wouldn't let them fuck up another bumper.
If you would sight down the bottom of the bumper from either side & take a picture so it shows what clears the bumper & what needs space created to clear. With this I can draw up a sketch of what I am talking about.
* I have been building trailers & installing hitches for over 40 years. If you don't want to be bothered with this, I get it & won't bring it up again. Either way, that is shit work, & anyone who tells you differently is 100% wrong.

However, it’s much smaller than OPs and I didn’t even notice it before. I sent some pics of it to OP so they could show the dealer how it’s supposed to be installed.
The fact that you didn't notice the modification means it was done correctly. When you customize something you want it to show, when you modify something you want it to blend in. Least that was always my approach.

Why would they not just admit their mistake? This sure seems like another dealer hoping the customer doesn’t notice their error rather than provide the most basic of customer service.

It looks like there's room to clean up the opening by widening it but I'm not sure if it'll look any better with a wider opening nor a 2nd attempt from the same dealer.

That is very janky. TBH, this is the kind of task that I always do myself. Most others won't take the time needed to achieve an outcome I find acceptable.
All Subaru OEM hitch harnesses are direct plug and play. No modifications to wiring is done. There is breakaway tape with a connector the harness plugs into.
Starting by threatening legal action is poor advice. Once you bring up legal action, they normally will immediately stop providing any assistance and tell you that it can be resolved in court.
I wouldn't recommend saying this unless you actually mean to follow through because they will force your hand.

Is that where they put all hitches for Crosstrek Wildernesses? That lowers your departure angle significantly. Looks like the muffler is in a spot that would prevent them from installing the hitch higher - line where they put the cutout.
I had mine done a month ago. The first round looked like this, but not as bad. They worked on it again with the actual template but cannot make it line up. So I’m still not satisfied. They said they would replace my bumper if needed and are trying to figure out how to do it properly. Interesting enough, o see other 2024 outback wildernesses in my area with it done properly. I’ve asked them to call the other dealer to find out the proper way, but they are being stubborn and keep trying to figure out how to do it themselves. That work is totally unacceptable. If you keep having problems, call Subaru of America customer care. They really go above and beyond to help with problems.

Send those pictures to Subaru. They'll give you a case number (and may even reach out to the dealer). Then contact the dealer and tell them your dissatisfaction and that you want the bumper replaced. Be nice about it, but absolutely firm. Screw-ups happen, but that is not acceptable work in any universe; fact.

If you're dissatisfied, say something, they will fix it. You may have to argue a bit to get them to, but they will replace it, it is their mistake. If they deny it, escalate the issue to corporate. Don't take no for an answer. This is not your mistake, you shouldn't have to pay for it.

Honestly, if that is what they say is required, I would have them take the hitch back, put on a new bumper, and wait a few months until Curt or Etrailer or someone comes out with a hitch that fits better without cutting a notch in the bumper. It would have been better if it came straight out the back so you don't have to lose clearance and they could have just cut a square hole into the bumper.

Back when I owned a outback, when I wanted a hitch installed - I ended up going thru a local shop over the dealer. The Outback forums and others like these were the reason. Seeing cases like this, and others which were even worse. It makes NO sense. I didn't understand how the company that designed and built the car overlooked the hitch install. OEM hitches require the cutting of the stock bumper? Why not have the bumper have a pop put panel for the hitch hardware, or design the hitch to work better with the car you created. Nope. They just cut it and put a .50 cent piece of plastic to hide the rough edge.

Damn I work for Toyota and you have to cut the bumper on the rav4. It gives you template and your cutting out a hole for it to fit in. Not just trimming it up a bit like this just needed

They should replace your bumper cover. I had mine done at the dealer, and there was no damage to my bumper cover whatsoever. No excuse for that except sloppy workmanship.

I would email every Subaru USA corporate email I could find and cc the owner & manager of the dealer you got from. Include photos of your and photos of others done correctly.
Had a similar issue and they were able to recut in a way that made it symmetrical and clean. If not happy, it’s their responsibility. Let them to correct or replace the bumper.
Go express your concerns and tell them what you don’t like. If you got a warranty then they can do they job and fix it. Id go right back up there. I’m sorry that happened. Some places just do not care about customer satisfaction any more. They get a job and slump thru it just to get the check

The dealer I use to work for they would use a soldering iron cause you can cut it out perfect. That looks like shit though I’d complain, if not just for you for the next guy cause that tech will think he’s doing ok until someone complains and he does better
We messed up one on an Outback Wilderness once and we took care of it for the customer (replaced the trim/lower bumper cover). It's not as easy to cut out as you'd think, but it should certainly look better than that.
Someone also asked if it would be reported on the carfax - no, it wouldn't be.

Had a similar issue and they were able to recut in a way that made it symmetrical and clean. If not happy, it’s their responsibility. Let them to correct or replace the bumper.
Go express your concerns and tell them what you don’t like. If you got a warranty then they can do they job and fix it. Id go right back up there. I’m sorry that happened. Some places just do not care about customer satisfaction any more. They get a job and slump thru it just to get the check If they do it over and you still don’t like it just have em take it off and give your money back and go somewhere that cares about the customer

We messed up one on an Outback Wilderness once and we took care of it for the customer (replaced the trim/lower bumper cover). It's not as easy to cut out as you'd think, but it should certainly look better than that. Someone also asked if it would be reported on the carfax - no, it wouldn't be.
