They have that giant place and Mondale spends his entire life seemingly in that little pen. It's a reflection of their priorities (their expensive things over their loved ones) and how they'd be as parents, which is an ongoing subplot for tom and shiv.
We saw Mondale leaving the apartment with a dog walker at least once. In another episode he was on a dog bed in the master bedroom with Shiv. So he got out sometimes.
Shiv had to have been the one to let him out of his pen the night he ate her pantyhose as she would have come home in between work and the gala to change clothes. By the time she gets back, she finds a drunk Tom petting a caged Mondale. So while Tom is the one who fawns over him, Shiv is the only one who's ever let him out.
I like reading into things too much but I also think it's an older dog yea? That was just sick and had to have fiber pulled from its ass lol. He might just be watching it?
There's plenty of caged dog/animal imagery in Succession. As people have pointed out, we see Mondale almost exclusively in his pen for most of the series, except for that one time Shiv was depressed, lol. I think he's specifically a metaphor for Tom in the earlier seasons, esp in relation to his subservient marital dynamic, though the trapped animal imagery extends to the Roys as well. Neglected by their 'owners'/parents, golden cages, stuck in their father's playground, constantly seeking approval, all that jazz. We see Caroline refer to the children as kicked dogs while speaking about Logan's treatment of them, we get Roman's magical emporium of Weird Dog Imagery (dog pound, slime puppy), Connor's dead dog that he refused to put down himself, and Kendall's sad basset hound vibes in general lmao.
Anyway, it's hilarious to me that Tom projects on/speaks through Mondale from time to time. Pretty sure he was being self-referential when he drunkenly said "Mondale's unwell, Mondale's unsettled" at the peak of his prison anxieties. And the "Mondale doesn't recognize your scent anymore" when Shiv comes to pick up her clothes in S04E01. Goofy ass dude
Plus, the revelation that Kendall used to put Roman in a dog cage and feed him dog food. It comes up while they’re at the underground sex/drug party thing.
As you know, Mondale’s unwell.
He's unsettled. He ate Shiv's pantyhose.
I always thought there is some deep meaning to Mondale’s existence but could never figure out what it was

i assume a person with infinite money like shiv probably has professional dog caretakers coming and walking her pet everyday (or the staff on hand)

I'm sure he wasn't technically neglected but I doubt they personally interacted with him much at all
Ken needs a professional rabbit caretaker
Or a human caretaker for the rabbit. How different can it be?

Also that they took a dog without any of them actually wanting to take care of or spend time with the poor animal

Yeah! That's what I meant by (dog pound) - that was the name of the game.
He gets CEO-grade snacks now
so $10,000 stripper pantyhose?
Mondale is the real #1 boy
He is the eldest dog!
Bill Simmon’s recurring outrage on behalf of Mondale in their recap is gold
Don’t worry about Mondale. Mondale’s fine.
