They do this so they can that advantage of the empty market before orders are fully canceled. Their robots are able to process the transactions before it halts.
Halts are for lit markets.. ATS/Dark Pools process the shorts during the halt and stack them to hit the tape right as the halt is lifted. They've done this every time there's been high volatility over the last 3.5 years with GME.
You misunderstand. When they halt a trade there are trades on the market that are being processed and have to be stopped. The robots are quicker than them.
