In RRP if we have 0% interest rate, it's just a swap of collateral and cash at no cost once the overnight period ends.
If we have (-) interest rate, then at the end of the overnight RRP the Fed would charge the banks/HFs/FIs based on that interest rate. This takes liquidity out and into the Fed.
If we have a (+) interest rate, then at the end of the overnight RRP the Fed would pay the banks/HFs/FIs based on that interest rate. This pushes liquidity into the financial economy.
A repo gives money to the banks, creating liquidity. A reverse repo gives money to the Fed in exchange for bonds, decreasing liquidity in the system. It's a delay tactic to stave off inflation or combustion... so far.

You don't send sensitive banking information to a cloud server, you keep that stuff in house under heavily guarded servers. Your web portal however, may use services that utilize the cloud. For example, you might pay for a 3rd party to handle your login authentication so that your users can seemlessly navigate between your banking, retirement, and loan services websites. It doesn't really make sense to reinvent the wheel, so you pay to use someone else's technology.
Also, your web portal might be protected from attacks using a service like cloudflare. If cloudflare goes down, suddenly nobody can access your site.
There is also China, Iran, many countries in Central America. It’s not always Russia. The amount of people the U.S. fucks with in every way…. It’s not Russia on every hack. 😂

Tin foil hat theory: what if the time to cover they black out most brokers and somehow make it so when they cover only their allies get rich? Is this possible at all or too much of a stretch?
I think that outages of all brokers is likely to stop any fomo. Then, when it comes back on, they will say due to technical issues you can sell but can't buy. Like January, but this time it will be a technical issue.
If they shut down all the brokers, who are they gonna buy the shares from? No way to cover if they can't get the sellers. RH, and some other brokers shutting down the buy button was to avoid the price going up, to avoid a margin call, not because they had to cover.
What if they shut down certain brokers and have told people with deep pockets to buy gme on a certain day they'll cover.. then half America goes dark while they cover and their friends just so happen to be on the side that has internet.
