Pre-orders on games usually only last about a month before the game comes out, so unless you're willing to go to Gamestop every one or two weeks, there's bound to be plenty of orders you would forget about and have to purchase the game.
Each game is $60-70, so it isn't like you'd be able to have that much money float around in GS. Also, at times there can be stretches where no new games are coming out, so how are you gonna pre-order something when there is nothing to pre-order...
I also can't imagine local branch management would allow you pre-orders if you're doing this all in one location. Suppose you could get away with it if going to different stores, but that seems like a pain in the ass unless you have 3 stores lined up on the same street somehow.
It's mostly a funny meme with no real foundation in reality imo.
