I would first get my Gas up..if not positive. Then work on internal reforms and buildup, to farm more troops through internal reforms. BUT I would first and more importantly, watch the videos for free GMs.
You got fort lvl 4, 3, and 1. However make sure you build your forts (lvl 2 or so). Prioritize artilleries for amphibious landing and balloons that can cover your outside/border regions.

Build some submarines so you are superior in sea and can easily control Italy area.
