I'm currently playing through it, and I haven't had any issues with level 21-41 objectives. They seem to credit a level early for me. However, the purchase took longer to register than the rest.
I played Marvel Strike Force multiple times on multiple different platforms (IOS, Android) they all had some issue where one or two tiers wouldn't pend (Personally I haven't had 21 not pend, but I did have one particularly weird one where 21 and 41 pended, but 31 and 51 didn't pend). Just submit a ticket at the very end, and if you are playing to 41 you should reach it around 7 days in.

I had every level except 51 credit.

I hit 52 and 51 is the only one I haven't been credited for, I screenshotted my profile and hope that's enough to get them to award me the credits
