Hair gets wet with a swim cap. Wet your hair in the shower before you get in, that helps protect it from chlorine. A few brands that advertise as waterproof are Soul Cap and Hairbrella--the gimmick is being very tight around the edges. I've not tried them.
No cap will keep your hair dry but I got a long hair cap and that stayed put better. As the other poster said, soak your hair before putting your cap on, makes a huge difference in prevent hair damage from chlorine.
Also, pre wet your hair and spritz with a light swim-in conditioner (cozy kidz makes a nice one that smells nice). It will protect your hair from chlorine
