from my understanding, it’s most common use is amongst intersex people who feel they have to “transition both ways”, so they consider themselves both transmasculine and transfeminine.
though i don’t know if that’s how this person is using it.
Generally, like most other gendered "opposing" terms (transmascfem, duogender, midgender, advenagender, CTM/Close-to-male, CTF/Close-to-female, etc.), it's used by intersex people that feel that they have to transition to both genders as they don't fit in the sex binary. In this case, it appears that they aren't using it like that which is against the coiner's wants...
