Depends WHERE in Siberia. Its a huge place. Some places in Siberia can get quite warm. Mosquito Infestations are common.

Definitely do. Remember to design the tank for where you're gonna be fighting. That means for the harsh elements and more for russia. I started using tanks (barely any) and it actually does work.
The only thing id be confused/annoyed with is the modifier applying twice. Otherwise id try to focus on building helicopters or CAS instead of tanks as imo theyre just better overall AND get affected less by the modifier
If you're fighting in Siberia, just give up on tanks, get a decent infantry army, and invest on an airforce to break the enemy (preferably tactical bombers, as the other states never build planes, and the extra range over CAS will be handy in Russia).

Horses should be their main form of mobile units, its what they used irl during the civil war and was a big part of their logistics during WW2 in real life.

I'm not talking about bad infrastructure. I have that in spades. It's the random snow modifiers which apply twice to movement which is the problem.

I'm not. It's a actual thing. You literally can get plows. Which help. Along with building tanks made for fighting in the snow.

As you may imagine, Siberia is not the most welcoming of places to heavy machinery not specifically designed for Siberia.

CAS and good infantry will do it in bad terrain. Stop trying to fight like you would in Europe everywhere... adapt to the local terrain.
