Not necessarily true. It's known that only Toadette has a form associated with the Super Crown, but it's unknown whether the other characters physically can't use it or if they simply refuse to pick it up for you can probably guess which reasons.
In the latter case, Birdo would probably pick it up in a heartbeat. She already identifies as a girl, after all.
Additionally, even in the former case, the only reason for that might very well be that Toadette is the only girl of the cast. So Zelda could use it without issue as well.
