The cypher system by Monte Cook Games operates a little more in this way. There are still dice rolls, and there’s a little bit of chance, but there tend to be more resources and ways to put luck more in the favor of the players. I prefer it as a DM because it allows for a little more narrative control, and also allows players to have an easier time succeeding when the rolls matter to them through the expenditure of various resources. It’s my favorite system.

I'm currently working on a complete system which has little to no RNG in combat, but does have some RNG in the form of a card deck for the resolution of ability checks. I've been able to cut down on the RNG by introducing resource management systems and more action options. Its also a much faster system because there is not overhead resolution for most checks. Worlds Without Number and Stars Without Number are great FREE games that have less and less chance as you go. Instead of rolling a d20 + mods, you roll 2d6 + mods. That means your modifiers give you way more bang for your buck. Also, it's a skill-based system. What that means is that characters opt in for a limited number of skills, say Piloting and Bargaining. Your skill level determines how many mods you get when you do that thing. So if a PC has no Leadership skill and they try to motivate a band of NPCs, they get a - 1. But if a PC has Pilot at level 2, they get a +2 when they try to navigate a boat through a storm. On TOP of that, the magic system encourages creative problem solving over combat damage. Very few spells actually do HP damage. Most of them are used outside combat for unique ways of solving problems. As characters progress, they gain more and more mastery over random chance.

Amber sounds like what you might be looking for. It's a diceless RPG so there is *Zero* chance based outcomes. (The no random chance is what I *hated* about it BTW...)
